Decree introducing simplification measures applicable to public procurement comes into force
The decree promotes access for SMEs to public procurement and innovation through three key measures:
- Capping of financial capacity requirements.
- Simplification of the application process.
- Innovation partnership.
The first two measures echo the work undertaken by Syntec Numérique with the Médiation nationale aux marchés publics and the wishes expressed by digital SMEs, notably in the SME/ETI barometer published in 2013 by the professional chamber, in which:
- 45% criticize the financial capacity requirements, particularly those relating to sales, as inappropriate.
- 92% find procedures too complex.
- 94% asked for this simplification.
Syntec numérique is particularly pleased with the creation of the innovation partnership, enabling public purchasers to set up a long-term partnership with economic players covering both R&D and the purchase of innovative products, services or work, without the need for a new call for tenders at each stage in the development of the subject of the contract.
