Decree introducing simplification measures applicable to public procurement comes into force

The decree promotes access for SMEs to public procurement and innovation through three key measures:

• Capping of financial capacity requirements.
• Simplification of the application process.
• Innovation partnership.

The first two measures echo the work undertaken by Syntec Numérique with the Médiation nationale aux marchés publics and the wishes expressed by digital SMEs, notably in the SME/ETI barometer published in 2013 by the professional chamber, in which:

• 45% criticize the financial capacity requirements, particularly those relating to sales, as inappropriate.
• 92% find procedures too complex.
• 94% asked for this simplification.
