{"id":22081,"date":"2017-02-14T08:59:52","date_gmt":"2017-02-14T08:59:52","guid":{"rendered":"https:\/\/preprod25.numeum.fr\/notes-de-position\/18-measures-for-the-governments-digital-roadmap\/"},"modified":"2025-05-29T11:01:43","modified_gmt":"2025-05-29T11:01:43","slug":"18-measures-for-the-governments-digital-roadmap","status":"publish","type":"position_influence","link":"https:\/\/preprod25.numeum.fr\/en\/notes-de-position\/18-measures-for-the-governments-digital-roadmap\/","title":{"rendered":"18 measures for the Government&#8217;s digital roadmap"},"content":{"rendered":"<div class=\"align wp-block-texte\">\n                                    <p>Thursday, February 28, 2013, Prime Minister Jean-Marc AYRAULT presented the 18 measures of the Government&#8217;s digital policy roadmap, articulated around 3 axes, youth, competitiveness and values :<\/p>\n<ul>\n<li>Making the digital age an opportunity for young people: in addition to the Law on the Orientation and Programming of School Reform, which aims to extend the use of digital technology from school to high school, the government has launched a two-year plan to train 150,000 teachers in the pedagogical use of information and communication technologies.<\/li>\n<li>&#8211; Strengthening the competitiveness of our businesses through digital technology: To raise the profile of France&#8217;s digital ecosystem, local digital districts will be identified or created in 15 cities or regions. These digital districts will be accredited and will benefit from major international exposure. The first \u201cdigital district\u201d is due to open by the end of the year in Paris or its inner suburbs, providing a showcase for the country&#8217;s dynamic digital fabric. <\/li>\n<li>&#8211; Promoting our values in the digital society and economy: the Government will consolidate the protection of fundamental freedoms on the Internet. A bill on the protection of digital rights and freedoms will be proposed to Parliament by early 2014 at the latest. <\/li>\n<\/ul>\n<h3>Employment, training, attractiveness of the sector<\/h3>\n<div>Among the measures announced, Syntec Num\u00e9rique worked constructively with the French government to support initiatives to promote employment, training and the attractiveness of the sector. As part of the drive to strengthen training for digital professions (measure no. 4), and to ensure that France is in a position to play its full part in the challenge of<a href=\"http:\/\/europa.eu\/rapid\/press-release_IP-13-182_fr.htm\">the European coalition for IT employment<\/a>, Syntec Num\u00e9rique has been entrusted with a Forward Studies Contract, signed with the French Ministry of Labor, Employment, Vocational Training and Social Dialogue, to<em>\u201cfacilitate the emergence, recognition and preparation through training for the new professions in the sector<\/em>\u201d. <\/div>\n<div><\/div>\n<div>In addition, Syntec Num\u00e9rique has initiated discussions on the use of future jobs in the commercial sector (measure n\u00b05) for certain digital professions, such as those in the \u201cdigital personal services\u201d (SNP) segment.<\/div>\n<div><\/div>\n<div>Syntec Num\u00e9rique is also working with the French government to better identify the skills profiles and jobs to be filled in the digital sector, so that training paths can evolve or new opportunities can be created as needs arise.<\/div>\n<div><\/div>\n<h3>Competitiveness: strengthening the &#8220;core sector<\/h3>\n<div>In addition to the announcement of the creation of 15 digital districts in the regions, bringing together start-up SMEs and representatives of major groups to stimulate the sector&#8217;s development, Syntec Num\u00e9rique is pleased to note the inclusion of cloud technologies, connected objects and embedded software, high-performance computing and information systems security among the 5 priority technologies that will benefit from public support for research and innovation (measure N\u00b07).<\/div>\n<div><\/div>\n<div>Finally, Syntec Num\u00e9rique welcomes the commitment to funding the \u201cdigitization\u201d of SMEs and ETIs to increase their use of digital tools and solutions, and the digital content of their products and services, an essential area of competitiveness that the professional chamber is committed to defending (measure N\u00b08).<\/div>\n<div><\/div>\n<h3>Making France&#8217;s \u201cdigital advantage\u201d a priority<\/h3>\n<div>Together with the<a href=\"http:\/\/www.collectifdunumerique.fr\/\">\u201cCollectif du Num\u00e9rique<\/a>\u201d, Syntec Num\u00e9rique had urged the French government to make France&#8217;s \u201cdigital advantage\u201d the core of its industrial policy, prior to the preparation of this government seminar dedicated to the digital sector.<\/div>\n<div><\/div>\n\n            <\/div>\n<section class=\"py-1.5\">\n            <div class=\"align wp-block-quote\">\n            \n            \n            \n                            <p><p>In summary, for <strong>Guy Mamou-Mani, President of Syntec Num\u00e9rique<\/strong>, following these announcements, \u201cit is undeniable that the public authorities are really becoming aware of the challenges of digital technology. The subject is finally being taken seriously. Many of the announcements were already known, but everything to do with training is a fantastic step forward.
