The former chairman of the Corr\u00e8ze departmental council was convinced of the need to create a real dynamic around territorial health projects that promote \u201cthe articulation of social, medico-social, hospital and city services\u201d, \u201crethought in an integrated way\u201d. Better prevention, better cure and better guarantees was the title of the column by three of his campaign advisors – Fleur Pellerin, now Minister, Alain Rousset, President of the Association of French Regions, and Jean-Marie Le Guen, Member of Parliament for Paris – published in Lib\u00e9ration on April 11, 2012. In it, they lamented that the voluntarist rhetoric of the past five years had failed to set in motion \u201cthe essential modernization of the healthcare system\u201d. <\/p>\n

The ambition: \u201cTo make France a world leader in telehealth\u201d.<\/h3>\n

This setback is taking a heavy toll on all of us, and we in the digital and healthcare sectors bear our share of the responsibility, as France is falling further and further behind in these strategic sectors, despite the fact that they create added value and represent a major asset for France.<\/p>\n

However, we had already set our sights high almost six years ago, in February 2007, when the Chairwoman of the Galien Commission wrote: \u201cMake France a world leader in telehealth\u201d. The following year, this ambition had spread to the entire digital sector in a report published by Syntec Num\u00e9rique under the aegis of Medef: \u201cMaking France a leader in the digital economy\u201d; then detailed by the professional chamber in its White Paper Telemedicine 2020: making France a leader in the fastest-growing e-health sector, presented to Mme Marisol Touraine at the HIT (Health Information Technologies) 2012 trade show.No doubt we wanted to move too fast, neglecting the time needed to educate users, consult with players in the field and get public decision-makers on board. We thought we were understood, even though our discourse on digital approaches and solutions (SaaS, Health Cloud, etc.) is all too often abstruse, and innovations arouse fears among operators and users alike. <\/p>\n

To get this \u201csector with considerable economic potential\u201d out of its rut, and set in motion a virtuous dynamic for this \u201caggiornamento\u201d of the digital health professions, we first need to take into account the issue of care coordination, which is the structuring framework for improving care. To do this, we need to work upstream with all the players in the care chain to identify their respective needs. <\/p>\n

With a clearer vision of the agenda, the challenges and the needs in terms of data exchange and resource sharing, it will be possible to offer them digital solutions and communication tools that technically address their business issues within the general framework of care coordination.
The result will be the three-way consultation (doctor, patient and Internet) of \u201cdigital medicine\u201d, with its specific tools that facilitate the sharing and exchange of patient information, access to the latest medical information and multidisciplinary collaboration around a diagnosis.<\/p>\n

The digital tools and solutions appropriated by healthcare professionals will then be perceived for what they are: an essential lever for modernizing the healthcare world, responding to the need for quality, efficiency and accessibility to ensure the continuity and coordination of care, whether in institutions or at home.
The digital tool must be understood as a \u201creengineering\u201d tool, an essential building block in the transformation of the healthcare system. Designed in this way, it contributes to the reinvention and enhancement of care and medical-social professions, making it a powerful vector for growth. <\/p>\n

We also need to take into account the questions raised by the Personalized Medical Record (DMP), a victim of its status as a hybrid object. They teach us that the solutions imagined, whether organizational or technological, must always be seen as a response to a business need that is looking for the means to materialize.
Win-win strategies based on a broad consensus with the various stakeholders in the healthcare system can then emerge. Legislation, which is intended to be more respectful of the rights of patients as players in their own care, provides the opportunity to do so. <\/p>\n

The homecare market: 500 billion euros over 30 years<\/h3>\n

The roll-out of the digital hospital program could thus be part of a plan to adopt the High Health Security (HS2) approach, which would guarantee all French citizens protection of their health capital. This would be as important a step forward for the healthcare sector as the building industry’s adoption of the High Environmental Quality (HEQ) standard, and would require us to overcome the complexity of healthcare organizations and processes, the multiplicity of players involved, sociological resistance to change, and the difficulty of launching large-scale projects, which also require the establishment of sustainable business models.<\/p>\n

Finally, e-health must be seen as an integral part of our competitiveness, helping to reduce healthcare costs and provide better service. We urgently need to capitalize on this potential for growth, and in particular to meet the needs of \u201chomecare\u201d, the biggest market of the future – support for people, their safety, their well-being, their ageing, their dependency – estimated at 500 billion euros over thirty years. <\/p>\n\n <\/div>\n","protected":false},"excerpt":{"rendered":"","protected":false},"author":1,"featured_media":847,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"footnotes":""},"tags":[2293,2277],"region":[],"thematique":[2226],"secteur_activite":[],"vision_geographique":[],"class_list":["post-24010","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","tag-ealth","tag-expert-opinion","thematique-health"],"acf":[],"yoast_head":"\nA new era in digital healthcare -
